Arizona sales tax rates by ZIP code
Arizona levies a transaction privilege tax rather than a sales tax proper. Shipping is taxable when the seller arranges delivery.
Counts and the combined rate range are drawn from our October 2026 file. Rates change monthly.
What you actually have to charge in Arizona
Local jurisdictions add their own rate on top, so the rate you must actually charge is almost never the state rate.

What's in the Arizona rate file
Arizona data ships inside every edition — we do not sell single-state files. Each row carries the ZIP code, county and city name, the rate at each jurisdiction level, the combined total, and whether shipping is taxable. The higher editions add district reporting codes, FIPS codes, effective dates and sales tax holiday windows.

How local tax works in Arizona. ADOR collects all county and city transaction privilege tax on a single TPT-2 return. Cities set their own rates and elect taxable options under the Model City Tax Code, but no city self-collects.
Worth knowing. TPT taxes the seller's privilege of doing business, not the sale. Liability is by business classification — retail, contracting, restaurant, commercial lease — with different city rates per class. Licences cost $12 per location and renew annually.
Questions
Arizona sales tax questions
What is the sales tax rate in Arizona?
The statewide base rate is 5.6%. Local jurisdictions add their own rate on top, so the rate you must actually charge is almost never the state rate.
Is shipping taxable in Arizona?
Generally no. In Arizona a delivery charge is not taxable, and combining it with handling does not make it taxable.
That distinction catches people out, which is why our file carries both flags — TAX_SHIPPING_ALONE and TAX_SHIPPING_AND_HANDLING_TOGETHER — on every row, for the specific jurisdiction. Your system doesn't have to encode the rule.
How many sales tax jurisdictions are there in Arizona?
We track 117 bodies that actually levy a sales tax in Arizona — 14 counties, 101 cities and 2 special districts — across 519 AZ ZIP codes. We count a county, city or district only where it charges something, not merely because it appears in the file.
